The Alameda County Local Area Formation Commission
(LAFCO), after considering boundaries, fiscal and environmental information
including the Comprehensive Fiscal Analysis and Negative Declaration, and
various proposed terms and conditions found the incorporation of Castro
Valley feasible. LAFCO Commissioners voted unanimously to place the incorporation
of Castro Valley on the November 5, 2002 ballot.
